This is a pure quest item for the hockey event that only appears once in the game. It is given as a reward from Lunatix's quest "Adjusting the Playing Field" and must be turned in again in the next quest "Freezing the Playing Field". A theoretical sale of the frost potion would also yield no sesterces. When sold, it is not possible to complete the next quest and the quest chain line cannot be continued.
